The Northern Governors Forum has formally submitted a proposal for constitutional amendment to review Nigeria’s revenue sharing formula, arguing that the current derivation principle unfairly disadvantages landlocked states.
The governors are proposing an increase in the federal allocation to state governments from 26.72 percent to 35 percent, while reducing the federal government’s share significantly.
The proposal is set to trigger a major confrontation with oil-producing states in the Niger Delta, who derive significant benefit from the existing derivation formula.
Constitutional lawyers say any amendment would require a two-thirds majority in the National Assembly and approval by at least 24 state assemblies.
